On board courier from Toronto to Mexico City

Toronto to Mexico City is the best served sector in this group, with three carriers flying it without a stop and departures spread across the day. That means the hard part of the assignment is not the flight, it is choosing the right Mexico City airport, getting the Canadian export side clean and having a customs broker ready before the aircraft lands.

What Ontario sends to the valley of Mexico

Ontario and central Mexico are two ends of the same industrial system. Bombardier draws on more than ninety suppliers across the Toronto region alone and runs facilities in Canada, the United States and Mexico. Pratt and Whitney Canada has a substantial engineering and manufacturing operation in Mississauga. Magna and several hundred other parts suppliers with Canadian ownership or Canadian engineering are established across Mexico. When a design change, a tooling correction or a certified spare has to move between those two ends, it usually has to move today.

01

Mexico City is the entry point for a very large hinterland rather than a destination in itself. Ford builds at Cuautitlán on the northern edge of the metropolitan area. Toluca and Lerma sit about 65 km west. Puebla and San Jose Chiapa, with Volkswagen and Audi, are about 130 km east. Querétaro is about 215 km north. Almost any of those can be reached the same day from a morning arrival at Benito Juárez, which is why the capital keeps absorbing consignments that are not really destined for it.

02

OnBoard Courier is licensed in Dubai and operates as a placement business. We take the enquiry, quote it, agree the routing and the customs approach with you, and place the assignment with an operating partner who books the seat and provides the courier. We do not fly aircraft, we hold no Canadian or Mexican customs licence, and every element of the plan we give you is something you can verify independently.

The departure boards behind YYZ to MEX

A hand-carry on this lane is only as fast as the next departure. The desk watches three boards at once, books the one that lands first and holds the one that leaves next.

from Toronto to Mexico City: every hour it waits is an hour it is not moving.

Five questions, one fixed price, a named flight. The desk answers within 15 minutes, day and night, and you decide.

Three carriers, one sector

01

Aeroméxico, Air Canada and Flair all fly Toronto Pearson to Mexico City without a stop, around twenty five departures a week between them, with published times spread from the morning through to the evening and a block time of roughly four hours forty minutes over about 3,244 km. On a lane with that much depth there is nearly always something leaving, which is unusual and worth using.

02

The carriers are not interchangeable for this purpose. Cabin and checked baggage allowances differ sharply, and a low cost carrier's restrictions can rule out a case that a full service carrier would take without comment. The consignment is measured and weighed first and the carrier is chosen second, not the other way round. Where the item is large enough to need accompanied checked baggage, that also narrows the list.

Which Mexico City airport

01

There are three. Benito Juárez is the historic airport, close to the city, slot constrained and busy, and it is where almost all passenger traffic from Toronto lands. Felipe Ángeles at Santa Lucia sits well to the north and has absorbed a good deal of the capital's dedicated cargo operations. Toluca, about 65 km west, functions as a relief airport and is convenient for the Toluca and Lerma industrial belt.

02

For a hand carry the answer is usually Benito Juárez, because the courier and the item travel as a passenger with baggage and follow the passenger arrivals process. That is worth stating because it is one of the quiet advantages of the service: the redistribution of air cargo away from the city airport does not affect a consignment that is legally accompanied baggage. Where the delivery is genuinely in the Toluca corridor, an arrival at Toluca can save an hour or more of road, and that is checked rather than assumed.

Getting the item out of Canada

01

Collection covers Pearson and the surrounding manufacturing ring: Mississauga, Brampton, Vaughan, Markham, Oakville, Burlington and out to Kitchener, Waterloo and Cambridge, with Hamilton and the Niagara corridor beyond. The item is sealed and photographed at collection, and the commercial invoice and packing list are reconciled against what is actually in the case before the courier accepts custody.

02

Two Canadian points come up regularly. The first is export reporting and permits: goods on the export control list, dual use items and anything with a defence application are the exporter's responsibility to declare and licence, and we will not move them on a verbal assurance. The second is the origin statement under the Canada United States Mexico agreement, which is what lets a qualifying good enter Mexico at a preferential rate. It is a document the exporter creates, not one we can write, and it either travels with the consignment or the preference is lost.

Arriving and clearing at Benito Juárez

01

A passenger arriving in Mexico by air has a personal allowance of 500 US dollars. A commercial consignment sits well above that, so it is declared. Mexican entry points also operate a random inspection light, which means even a properly declared item may be examined, and a plan that only works if the light is green is not a plan. The courier is briefed to go to the declaration counter with the invoice in hand.

02

The entry itself is a pedimento filed by a licensed customs broker acting for the consignee. That broker is contacted, given the flight details, the invoice, the classification and the consignee's tax identification before the courier departs Toronto. Where the receiving company operates under an IMMEX programme, the entry is more often a temporary import against that registration, which changes both the duty position and the paperwork. Duty, tax and broker fees fall to the consignee unless a different arrangement is confirmed in writing.

Delivering beyond the city

01

Deliveries inside the metropolitan area, including Cuautitlán Izcalli, Tlalnepantla, Naucalpan and the Vallejo industrial zone, are normally done within a couple of hours of clearance. Beyond that the courier keeps the consignment for the road leg. Toluca and Lerma are about 65 km west, Puebla and the plants around San Jose Chiapa about 130 km east, Querétaro about 215 km north, and Pachuca and Tizayuca sit inside the northern arc.

02

Traffic in and out of the valley is the variable that ruins otherwise sound plans, and it is treated as a real number rather than an inconvenience. A delivery to Puebla from a mid afternoon arrival is different in kind from the same delivery from a nine in the morning arrival. Where the road leg is long enough that a domestic flight beats it, that comparison is made at quotation, including the extra airport time it costs.

Return legs and onward assignments

01

A good proportion of the work on this lane is round trip. A tool goes down for a trial and comes back, a failed unit is exchanged for a serviceable one, or a sample goes for approval and returns with the approval attached. The Mexican export side of that return needs its own treatment, particularly where the item entered as a temporary import, and it is arranged with the same broker rather than improvised at the departure counter.

02

Mexico City is also a useful place to start something else. Aeroméxico's domestic network out of Benito Juárez reaches most Mexican industrial cities within the day, so a courier who has delivered in the valley can continue to Monterrey, Guadalajara, Querétaro or the Bajío on the same assignment. Where that is likely, it is priced at the outset so the second leg is not a fresh negotiation at the worst possible moment.

Services that carry this lane

What flies, and what it means for a courier who has to be at the gate.

  • Aeroméxico flies Toronto to Mexico City nonstop and connects onward to most Mexican industrial cities from its Benito Juárez base, which suits consignments that are not stopping in the capital.
  • Air Canada operates the sector nonstop from its Toronto hub, with full service baggage allowances that matter when the item is too large for a cabin locker.
  • Flair flies the route nonstop at low cost, with baggage rules restrictive enough that the case has to be measured against them before the carrier is chosen.
  • United States preclearance at Toronto Pearson means a courier routing over an American hub completes United States formalities before departure, which removes a step from a connecting itinerary.
  • Aeroméxico Connect and the Mexican low cost carriers provide the domestic legs from Mexico City when the consignment continues to the Bajío, Monterrey or the southeast.

Questions about Toronto to Mexico City

01Does the courier need a visa for Mexico?

Canadian passport holders do not need a visa to enter Mexico as a visitor. Couriers of other nationalities may, and Mexico also waives the requirement for holders of a valid United States, Canadian, United Kingdom, Japanese or Schengen visa. The nationality and documentation of the person assigned are checked against the routing before a seat is bought, not afterwards.

02Is a connection through the United States ever better?

Rarely on this lane, because the nonstop bank is deep. It does happen when the nonstop is full or cancelled. Toronto Pearson has United States preclearance, so the courier clears American entry formalities in Toronto rather than on arrival, which removes a step. It also means the courier needs the correct American documentation before leaving Canada.

03Can you deliver to Puebla, Toluca or Querétaro on the same day?

Usually, from a morning arrival. Toluca is about 65 km, Puebla about 130 km and Querétaro about 215 km from Mexico City. The courier stays with the consignment for the road leg and hands it over against signature. From a late afternoon arrival, a same day delivery to Puebla or Querétaro is optimistic and we will say so rather than promise it.

04Which airport will the courier land at?

Benito Juárez in almost every case, because the consignment travels as accompanied passenger baggage and follows the passenger arrivals process. Felipe Ángeles at Santa Lucia now carries much of the capital's dedicated cargo activity, which does not affect a hand carry. Toluca is worth considering only when the delivery is in the Toluca and Lerma corridor.

05Do you handle the CUSMA origin paperwork?

No, and nobody outside the exporting company can. The certification of origin is a statement the exporter makes about their own goods. What we do is check that it is present and consistent with the invoice before the courier leaves Toronto, because a missing origin statement does not stop the entry, it just makes it more expensive for your consignee.

06What if the item has to come back to Canada?

Then it is planned as a round trip from the start. Where the goods entered Mexico as a temporary import, the re-export is handled by the same customs broker under the same entry, and the courier's return flight is booked against a realistic clearance time rather than the earliest departure on the screen.

How a Toronto to Mexico City movement actually runs

A Toronto to Mexico City movement runs in two legs. The schedule the desk holds carries no nonstop between Toronto YYZ and Mexico City NLU, so the lane is built through a change of aircraft, and 15 of the airports in the network join the two ends. The quickest of the ones dependable enough to plan on is Cancún CUN, where the weaker of the two legs still runs 7.4 times a day. YYZ to CUN and CUN to NLU covers 3,878 km against the 3,213 km direct track and takes about 6h 58m once 60 minutes are allowed to change aircraft at an airport that size. The first leg is held by Air Canada, Air Transat and Flair Airlines and the second by Aeromexico, VivaAerobus and Volaris, and where those are not the same airline the two tickets are checked for a single booking reference before the courier leaves, because a self transfer puts the bag back through check in. Mexico City MEX sits about 36 km from Mexico City, which does hold a nonstop to YYZ 4.1 times a day, so on this lane the desk prices the road leg to MEX against the connection before it books either. 3 of the airports that join YYZ and NLU clear that dependability line, so the routing has somewhere to go when the first one is full.

Behind CUN the next usable interchange is Punta Cana PUJ at about 9h 42m gate to gate, so the booking has two hubs to try before the movement has to wait for tomorrow. What the change of aircraft at Cancún actually takes, airside or landside, the walk, the re-screening and the local night restrictions, is on the Cancún transit page and is not repeated on the Toronto to Mexico City lane. One leg of the routing has a reference page of its own, Cancún CUN to Mexico City NLU.

The same ground allowances the calculator on this page starts from, ninety minutes to collect and reach YYZ, three hours at the airport before departure, 6h 58m in the air over Cancún, ninety minutes of arrival formalities at NLU and a forty five minute delivery run. Both columns are local, read for a mid January date, because Toronto and Mexico City do not change their clocks on the same day. Move any of the allowances in the calculator lower down this page and the whole Toronto to Mexico City clock moves with them.

Mexico City runs 1 hour behind Toronto in January, which is why the two columns above do not sit 6h 58m apart. In July the gap is 2 hours instead, because Toronto and Mexico City do not change their clocks together, and a summer booking on this lane is read off the summer figure. Read backwards, a consignment that has to be signed for in Mexico City before six in the evening has to be closed and in the courier's hands in Toronto by about 05:17 local. That hour, not the 6h 58m in the air, is the number a planner in Toronto needs, because it is the moment after which the job becomes a next day job. Forwards, a nine in the morning collection in Toronto reaches the door in Mexico City at about 21:43 local, after the end of a normal working day, so the handover is either arranged with somebody on site or it waits for the morning.

What gets a courier onto the Toronto to Mexico City lane

Neither YYZ nor NLU carries one of the public industrial sites the site holds, but the two countries do: one automotive site across Canada and Mexico, among them Volkswagen at Puebla. That is the demand YYZ to NLU sits inside, one country away from the airport rather than at it, which usually means a road leg at one end and a longer conversation about the delivery address than about the flight. What the measured network does say about the item is that 3,213 km is a medium haul sector, so the consignment stays with one person for 6h 58m of flying and is presented at NLU by that person. Anything inside cabin limits leaves YYZ in the cabin and stays there for the whole of it; above that it travels as accompanied checked baggage on the same ticket and is lifted off the belt at NLU by the same courier.

Where a Toronto to Mexico City consignment is entered, and at what hour

A consignment that leaves Toronto on this lane is entered at Mexico City NLU. The held schedule reaches Mexico at 51 airports in all, Mexico City MEX, Cancún CUN, Guadalajara GDL and Monterrey MTY among them, so where the consignee is not in Mexico City the desk compares the arrival airport before it buys the YYZ ticket rather than driving the difference afterwards. The routing matters on YYZ to NLU more than usual, because the change of aircraft is at Cancún CUN, inside Mexico, the courier is entered at CUN and not at NLU, and the second leg is then a domestic flight with the item as a passenger bag. Whoever clears it has to be standing at CUN, which is a decision taken before the ticket is bought and not after the aircraft has landed. The hour matters as much as the paperwork, and on the clock above the courier is through arrivals at Mexico City NLU at 20:58 local, while an entry into Mexico that lands outside working hours waits for the people who process it, so the desk sets the broker and the receiving contact against that hour before the courier leaves Toronto for NLU. What the entry itself needs, the declaration, the broker and the documents, is set out for Mexico on the country desk and is not repeated on every lane that lands at NLU, and the desk checks that position against the actual consignment before it quotes YYZ to NLU.

The other ways into Mexico on YYZ to NLU

A consignee on this lane is not always in Mexico City, so these are the other airports in Mexico that YYZ reaches without a change of aircraft on the held schedule, with the great circle distance from NLU beside each one. The closest of them is Mexico City MEX at 36 km from NLU, running 4.1 times a day out of YYZ, which on a delivery outside the city is often the shorter total journey even though it looks like the wrong airport.

What Toronto to Mexico City costs in courier time

This desk is in Dubai and neither end of YYZ to NLU is, so where a courier has to be positioned onto YYZ rather than found there, the held schedule puts DXB to YYZ at about once a day over 11,082 km, and that positioning leg is priced into the quote rather than discovered after it. Three of the five UAE gateways reach YYZ without a change, which is why the YYZ to NLU collection that has to start tomorrow morning in Toronto is still worth asking about tonight. At 13h 43m from collection to signature the whole of YYZ to NLU fits inside the sixteen hour duty period a single courier is planned against, which is why one named person can stay with the item from the collection address to the door. By length this is the 268th longest of the 346 lanes the site publishes, at 3,213 km.

What decides whether Toronto to Mexico City goes today

  • The interchange: there is no YYZ to NLU nonstop, so the movement needs two legs that connect on the same day, and through Cancún CUN the weaker of them runs 7.4 times a day, which is the figure that decides whether the pair of flights exists this afternoon.
  • The collection hour: for a handover in Mexico City before six the same evening the item has to be in the courier's hands in Toronto by about 05:17 local, and after that hour the honest answer on YYZ to NLU is tomorrow.
  • Room to be rebooked: Toronto carries about 603.3 scheduled departures a day and Mexico City about 83.4, so a courier who has to be moved has a great deal to work with at the near end.
  • The paperwork: the invoice value, the description and the classification have to agree with what is in the box before the courier leaves Toronto for Mexico City, and that is checked at the collection address, because a mismatch found at NLU is settled at the speed of a broker rather than the speed of an aeroplane.
