Why the Spanish routing is more than a convenience

Madrid was the fastest growing large European cargo airport of 2025 after Liège, up 9.6 per cent to 840,331 tonnes, but the tonnage is not the reason this lane matters. Iberia and Air Europa fly Madrid to almost every significant Latin American capital, which makes Madrid the natural European boarding point for anything urgent heading to Mexico. From 2 June 2026 Iberia added Monterrey to that list, so Madrid is now the only European city with direct passenger service to two Mexican destinations.

Every import into Mexico, definitive or temporary, requires a pedimento, the electronic customs declaration filed on the official form. A private individual cannot file one for commercial goods: it goes through an agente aduanal or an authorised legal representative. The franquicia is the traveller's allowance, 500 US dollars per passenger arriving by air, and invoices or receipts are needed to prove value, otherwise customs sets it.

On arrival the passenger activates the semáforo fiscal, the automated selection mechanism that decides whether a physical inspection, the reconocimiento aduanero, takes place. If nothing irregular is found, or the mechanism selects no inspection, the goods are released immediately. One point worth correcting: the segundo reconocimiento, the second inspection, was abolished by the reform decreed in December 2013 and replaced with non intrusive image based inspection. Any quotation or market study that still budgets time for a second review is working from an old map.

The three thousand dollar ceiling

There is exactly one lawful path for a courier to bring a commercial item into Mexico without a customs broker. Above the traveller's allowance, a passenger may import goods other than personal baggage by paying a single global rate, provided the value does not exceed 3,000 US dollars or the peso equivalent. A rate of 19 per cent is published for this, although an older official page shows 16, so we confirm the current figure at the time of booking rather than quoting it from memory.

That ceiling defines the service more than anything else on this page. Most line down aerospace, semiconductor and medical parts are worth more than 3,000 US dollars, so most of this traffic needs a broker, a pedimento and an importer in good standing on the Mexican registry. When an item genuinely sits under the ceiling the movement gets dramatically simpler, and it is always worth checking the invoice value before assuming otherwise.
