Why a stopped line is priced differently from a late shipment

Every plant knows its own downtime rate. It is built from the takt time, the value of the vehicles not made, the labour standing idle, the penalty exposure to the plant downstream and the cost of recovering the schedule on overtime. Published estimates vary so widely that repeating one would be dishonest, and they differ by an order of magnitude between a component line and a final assembly plant. The plant already has the figure, and once you ask for it the argument about transport cost usually ends.

Heavier or awkward items are still possible, sometimes split across two couriers, but the limits of the specific aircraft are checked before a price is given rather than at the desk.

The shift and shutdown calendar

A deadline of tomorrow morning means nothing until you know the shift pattern. A plant on three shifts has a different urgency from one running two with a maintenance window at the weekend. A part landing on Saturday afternoon at a plant that does not run Sundays has bought nothing. A part that misses a Friday night shift may not be needed until Monday, which changes both the routing and the price.

Then check the calendar at both ends. Mexican public holidays, the European August shutdown, the Christmas stop, Chinese New Year and Golden Week all remove the people who release goods, sign for deliveries and file customs declarations, sometimes for a fortnight. Customs offices, brokers and plant gates keep different hours from airports. The routing has to land when somebody is there to receive it.

Why the quote is measured against the restart

A quote that ends at the airport is not a quote for a line down job. The clock runs from the moment the part is available at the supplier to the moment it is in the hands of the maintenance team: collection, the drive to the departure airport, check in and screening, the sectors, immigration, the customs entry, the road leg and the gate procedure. Two of those swallow more time than people expect.

The first is customs at destination. The second is the plant gate: goods in windows that close, a security induction for a visitor, or a delivery point on the far side of a large site. Routing follows the same logic. A nonstop landing at midnight into an airport whose customs office opens at eight is slower than a connection landing at seven.

Customs is the step that stops it

Into Mexico the entry needs a pedimento filed by the consignee's licensed broker, the consignee needs an active importer registry entry, and an IMMEX plant usually brings the part in temporarily under its own programme rather than as an ordinary import. Into the European Union the classification, the customs value and the origin statement decide the duty and whether a trade agreement claim survives. Into the United States the importer of record does the same work.

The recurring fault is that the paperwork is written in a hurry by someone thinking about the line, not the border. A description that says spare part. A value taken from the last invoice. A packing list that does not match the box. Each turns a two hour release into a two day one. The invoice is checked at the collection point while the courier is standing there, which is the last moment it can be fixed cheaply.

Prototype and pre production work

Not every line down call involves a stopped line. Much automotive hand carry is prototype and pre production work under a launch deadline: build phase parts for a validation build, crash test samples, camouflaged body parts for a test programme, and software loaded controllers moving between an engineering centre and a plant in another country. The urgency is the same and the confidentiality requirement is higher.

Those consignments carry their own conditions. Parts may be unclassified for customs purposes because they have never been imported before, which is when a broker wants the technical specification in advance. Some may not be photographed, some may not be opened without a company representative present, and some may not be described on a document a third party will read. Say which apply at the enquiry.

The limit is the next departure with a seat and a usable baggage allowance, not the time it takes to brief a person. On a weekday with the item packed and invoiced, a same day departure from a major hub is normally realistic.

02What downtime cost should we use in the business case?

Your own. Every plant has a rate built from takt time, idle labour, lost output and penalty exposure, and it varies enormously by plant type. We will not quote a figure we cannot verify, and we do not need one to price the job.

03Can two couriers carry one consignment?

Yes, where the pieces can be split without breaking a set and the customs entry can handle two arrivals. It is the usual answer above what one passenger can take. It doubles the seat cost and needs both baggage allowances confirmed before booking.

04Can the courier deliver straight to the line?

The courier delivers to the point the plant nominates and hands over against signature, usually goods in, a maintenance store or the tool room. Access beyond that depends on the site's induction and escort rules, so say so at booking.

05What if the part is not ready when the courier arrives?

Waiting time starts and the routing is reassessed, because a missed check in cut off means a different departure. Nominate one person at the collection point who can confirm the part is boxed and invoiced before the courier sets off.
