Why the customs plan decides the delivery time, not the flight

Mexico is the busiest destination in this business and the one where the aircraft is the least interesting part of the job. The flight from Frankfurt, Madrid, Detroit, Seoul or Shanghai is a known quantity. What varies by a day or more is whether the consignee is registered to import, whether a broker has been appointed and briefed, and whether the invoice matches the thing in the box. A courier with the right paperwork is released in hours. The same courier without it is a spectator.

A courier is also a passenger, and a passenger cannot clear commercial goods on their own account beyond a narrow ceiling. Above the traveller allowance there is a limited path that lets a passenger pay a global rate without engaging a broker, but it stops at a published value and most line down, aerospace, semiconductor and medical parts are worth more. Both the ceiling and the rate have changed more than once, so they are checked at booking rather than quoted from memory.

One structural point favours an accompanied courier. A decree published in February 2023 pushed exclusive cargo operations out of Mexico City Benito Juarez to Felipe Angeles, and it expressly exempted combined passenger and cargo operations. A courier flying as a passenger with baggage is exactly that. Freighter capacity now sits at a different airport in a different customs district, while the courier walks off a passenger aircraft at Mexico City and clears at that airport's own customs office.

The pedimento and the agente aduanal

The pedimento is the electronic customs declaration Mexican law requires for every entry and exit of goods, definitive or temporary. It carries a key stating the regime, plus the tariff classification, the value, the parties and the duties. A1 is the ordinary definitive import. A3 regularises goods already in the country without proper clearance, including a temporary import that has run past its term.

A private individual cannot file one for commercial goods. The importer acts through an agente aduanal or an authorised legal representative, appointed by the consignee rather than by us, and briefed in advance rather than at the counter. A customs law reform that took effect at the start of 2026 removed liability exclusions brokers relied on, so expect more questions about an urgent hand carried consignment than before.

The importer registry and the sector lists

The consignee must be registered in the Padron de Importadores: an active tax registration, a valid electronic signature, filings up to date, a fiscal address the authority can locate and a working tax mailbox. Certain goods need a sector registry too. This is the most common reason a Mexican hand carry is delivered late, and it has nothing to do with transport.

Registry suspension blocks every import operation. It is triggered by matters that look administrative from outside the country: an address that cannot be verified, months of missing declarations, unpaid tax credits, an expired electronic signature. No amount of speed at the airport fixes it. Ask the consignee to confirm in writing that they are registered and in good standing, and ask their broker rather than purchasing, because purchasing usually does not know.

The traveller allowance and where it stops applying

An arriving air passenger has a personal allowance in addition to personal baggage, and family members travelling together may pool it. It is set in United States dollars, it has been revised, and receipts are needed to prove value or customs will set it. It exists for a traveller's own goods, not for a commercial consignment, and treating it as one is how a courier ends up in a side room explaining a machined part.

The allowance covers almost nothing this business carries. A tooling insert, a control unit, a reticle or a clinical kit is commercial goods with a commercial invoice, and it is declared as such. The courier declares, presents the invoice and goes through the process rather than walking the green channel and hoping. That is decided before departure, because the alternative is a record against a person who can no longer be used on the lane.

A courier regime entry is not a formal import

Mexico has a simplified track for messenger and parcel traffic, filed under its own pedimento key by registered express companies. It allows consolidated declarations covering goods for different consignees in one movement, with generic codes instead of full tariff lines, and it carries value limits per shipment and per recipient. It still requires a broker or authorised representative to file it.

An accompanied hand carry is not that. The courier is a passenger, the goods are declared on arrival and the entry is a normal import in the consignee's name, with their classification and duty position. The courier regime's tax treatment also changed at the start of 2026, with a higher general rate for origins without an applicable trade agreement. If somebody offers a courier regime clearance for a production part, ask which key and in whose name.

IMMEX plants, temporary imports, repair and return

An IMMEX or maquiladora plant does not import an urgent spare the way a general importer does. Inputs enter temporarily under one key and fixed assets under another, and they leave under a return key or change regime to definitive before the term expires. Virtual pedimentos move goods between IMMEX companies on paper, generating mirror declarations that must match. The part may need to enter under the plant's own programme, in the plant's name.

Repair and return follows the same logic in reverse: a unit leaving Mexico for overhaul, or a tool entering for a trial, is a temporary movement with a window somebody has to close. Mexico accepts the ATA Carnet and a passenger may present one directly, which is the cleanest mechanism for professional equipment carried by hand. Mexican carnet handling arrangements have changed recently, so confirm the current position with the guaranteeing association before relying on one.

Clearing at the airport, and what the courier carries

For air cargo the broker needs the rights over the consignment transferred to them first, which the trade calls revalidacion. The legal obligation was removed a decade ago, yet airlines still charge for it and bonded facilities still ask for it, so it remains a real step with a real clock. A broker may also carry out a previo, a physical examination before the declaration is filed, which is a right under the customs law and the usual cure for a first time import. Once duties are paid, an automated mechanism decides whether goods are inspected.

The courier's folder is short and has to be consistent: a commercial invoice from shipper to consignee with a real description, quantity, value, currency, country of origin and incoterm; a matching packing list; the consignee's tax registration and their broker's mobile number; an origin statement where a trade agreement is claimed; and the programme reference where a temporary regime applies. Add a letter of authority naming the courier and the item, and the technical datasheet, because a one page drawing settles a question faster than a discussion.

03What if the consignee is an IMMEX plant?

Then the entry is probably a temporary import under the plant's own programme, with a different key, a defined term and an obligation to return or regularise the goods. Establish which before departure, because the documents differ.

04Does the part clear at Mexico City or at the destination?

Wherever the courier first enters Mexico. A courier routed through Mexico City clears there even if the plant is in Queretaro or Monterrey, and the goods travel on as domestic baggage. Routing decides which broker stands by.

05How long does clearance take?

That depends on the registry position, the classification and whether an inspection is selected, so no honest provider quotes a fixed figure. The registry, the broker and the documents are what usually cause the delay.

06Is Ciudad Juarez an air entry?

Usually not. Juarez airport serves domestic destinations, so urgent freight arrives at El Paso and crosses by road. That makes it a land border entry with a different customs post, a different broker and a different timeline.
