Why Costa Rica generates hand-carry traffic

Costa Rica has built a life sciences manufacturing base that is now the country’s dominant export sector. Medical device production sits in the free-zone belt around Alajuela, the Coyol Free Zone in particular, and in the Heredia corridor at zones such as Zona Franca Metropolitana and the America Free Zone. These are cleanroom operations making catheters, orthopaedic implants, surgical instruments and single-use devices for regulated markets, which means validated tooling, mould inserts, sterile-fill components and first-article samples that cannot wait for a consolidated shipment when a line is down or a submission date is fixed.

Around that sits semiconductor assembly and test, precision electronics and a large shared-services and software sector in the Central Valley. The traditional export economy has not gone away: specialty coffee from Tarrazú and the West and Central Valleys, pineapple, banana and ornamentals, all moving through the Moín terminal at Limón on the Caribbean and Caldera on the Pacific. Add a power sector built on hydro and geothermal, where turbine and control components come from overseas and stop production when they fail.

The route and the ground leg

Juan Santamaría International at Alajuela is the gateway for essentially all business traffic. Daniel Oduber Quirós at Liberia serves Guanacaste and the north-west, mostly leisure. There is no non-stop from the UAE, so the practical shapes are a Gulf non-stop into a European hub, Madrid, Frankfurt, Amsterdam, Paris or London, and a trans-Atlantic sector onward, or a Gulf sector into a United States gateway such as Houston, Miami or Atlanta, or a Panama City connection. Two flights, and twenty-four to thirty-two hours door to door is realistic.

The unusual advantage is that the airport sits inside the industrial belt rather than outside it. Coyol is a short drive from the terminal, and the Heredia zones are twenty to thirty minutes away in normal traffic. San José itself is about twenty kilometres east, which can mean twenty minutes or an hour depending on the Central Valley’s congestion. Anything for the Caribbean side runs down Route 32 through the Braulio Carrillo mountains to Limón, a road that closes for landslides in the wet months and has no quick alternative. The Pacific coast is reached on Route 27 to Caldera.

Customs, free zones and the papers that decide speed

Entries are handled by the Dirección General de Aduanas through its electronic system, and a licensed customs broker is required for commercial imports. The document set that matters is a Spanish-legible commercial invoice with a precise description, the correct tariff classification, the consignee’s tax identification and the broker’s reference, lodged before the courier lands rather than after.

The free-zone regime is where Costa Rica differs from most lanes. A consignment addressed to a company operating under the free-zone regime does not clear as an ordinary import; it enters under that company’s authorisation, administered through the trade promotion body, and the receiving company’s zone paperwork has to be in order before the goods arrive. Getting this wrong is the single most common cause of a fast flight ending in a slow warehouse. Where the item is a repairable or a demonstration unit, a temporary admission file is agreed in advance, and any device with a regulatory dimension travels with its manufacturer declaration in the same case.

Seasonal and structural constraints

The green season runs roughly May to November on the Pacific and Central Valley sides, with September and October the heaviest. The Caribbean side runs on its own pattern and does not dry out at the same time, which matters because Route 32 and the Limón corridor are the ones that fail. Morning cloud and fog in the Central Valley occasionally affect arrivals.

Two calendar blocks stop the country almost entirely. Holy Week is a near-complete shutdown of government, banking and much of manufacturing, and the year-end period from late December into the first week of January is similar. A customs signature is not obtainable in either window, so a job that must land in those weeks is planned to arrive before them, not during them. Costa Rica is also seismically active, and while this rarely affects a single shipment, it is part of why local stock levels of critical spares are kept thin and replenished from abroad.
