The physical properties push the same way. This cargo dislikes vibration, humidity, static discharge and being turned over. The recurring consignments are wafers in their carriers, including engineering lots moving between a fab and a partner site, reticles and photomasks in their pods, probe cards and test boards, validation silicon going from a design centre to a test house, failure analysis samples going back to the manufacturer, and spares for capital equipment during an install. Metrology artefacts and calibration standards travel on the same basis and must not be knocked.
Around the fab sits the wider electronics work: printed circuit assemblies for a stopped line, display and camera modules, connectors and power modules, and pre production samples a contract manufacturer needs before a build slot opens. The handling requirements overlap and both ends of the flow tend to be the same industrial clusters.

ESD and moisture barrier handling
Static sensitive items travel inside shielding packaging that the shipper provides and closes. The courier does not open it, does not repack it to suit a cabin locker and does not add tape or padding inside the barrier. If screening requires the outer packaging to be opened, the inner barrier stays sealed, and where that is not possible the shipper is contacted before anything is cut.
Moisture sensitive devices travel in a sealed moisture barrier bag with desiccant and a humidity indicator card, and the floor life clock starts when the bag is opened. That clock belongs to the receiving site, but the courier's job is to deliver the bag intact and to report honestly if a seal is broken or a card has changed colour. Photographing the bag and the card at collection and at handover settles any later argument about where the exposure happened.
Reticles, masks and orientation
Reticles and photomasks travel in their pods and are handled by the pod, never by the plate. The pod stays in the orientation the shipper specifies, usually flat and the right way up, and goes neither on top of nor underneath anything else. This is one of the few cases where an item has to sit on a seat rather than in an overhead locker, and the extra seat is priced into the quote rather than improvised at the gate.
Wafer carriers behave the same way: level, still, not stacked, and not left to a baggage handler to orient. That is the argument for cabin carriage over accompanied checked baggage on this cargo. Where a consignment is too large for the cabin the shipper is told before booking, because the decision to send it in the hold belongs to them.
Cleanroom and fab deliveries
A courier does not enter a cleanroom. The handover point is the receiving dock, the material airlock or the gowning area, where the site's own staff take custody and run their decontamination and transfer procedure. Cardboard and ordinary packing materials do not pass into the cleanroom, which is why the outer packaging often stops at the door and the inner packaging continues. Establish which point applies before the courier arrives, because a fab campus is large and the wrong gate costs an hour.
Site access is slower than it looks. Many fabs and equipment makers require visitor registration in advance, a photographic identity document, an escort and sometimes an induction, and some prohibit cameras beyond the lobby, which affects how the courier records the handover. Out of hours delivery to a tool install running through the night is common and workable, but it needs a named person and a working mobile number, not a general reception.
Asia to Europe and Asia to Mexico patterns
The busiest pattern is Asia into Europe. Taiwan, Korea, Japan, Singapore and the Chinese mainland supply masks, materials, sub assemblies and engineers to a European build out running several large fab projects at once, and the European end is a cluster problem rather than a city problem. Dresden, the Brainport area around Eindhoven, the Munich region, Grenoble and Leixlip are served through a few long haul airports with a road leg on the end, which is where the routing decision is made.
The second pattern is Asia into Mexico, driven by electronics assembly in Jalisco, server manufacture in the northern border cities, and validation work around Guadalajara. Those flows connect through a United States hub or through Mexico City. A courier routed via Mexico City clears Mexican customs there even when the site is elsewhere, so the broker is positioned at the entry airport rather than the destination city, and that is decided before the ticket is bought.
Export control questions asked before booking
This part of the enquiry cannot be deferred. Semiconductor equipment, parts, materials and technology sit inside dual use control regimes, and advanced node equipment and components have been the subject of successive national restrictions with different scopes and different dates. The exporter, not the courier, is responsible for classification and for holding any licence, and the exporter is the only party who can answer the questions properly.
What we ask is short: does the item have an export control classification, is a licence needed for this destination and this end user, who is the ultimate consignee, and is there a re export condition attached from an earlier transaction. Where a licence is required it has to be in hand before departure. Carrying technical data on a laptop across a border can itself be a controlled export, so a courier is given no drawings unless the exporter has cleared that too.

- Have the shipper seal the ESD or moisture barrier packaging, and photograph it at collection.
- State the required orientation, and whether the item must stay in the cabin.
- Confirm in writing whether the item may pass through screening equipment.

01Will the courier open the packaging?
No. The shipper closes it and the courier delivers it closed. If screening staff require the outer packaging to be opened, the inner static or moisture barrier stays sealed, and where that cannot be avoided the shipper is contacted before anything is cut.
02Can an item be kept away from x-ray screening?
Not as a guarantee. Every cabin bag is screened and no courier can require a hand search. Ask the shipper in writing whether the item may pass through screening equipment, because a no is a routing constraint that changes the airport and the timing.
03Can a reticle pod travel on its own seat?
Yes, where the shipper requires it kept flat, upright and undisturbed. The extra seat is priced into the quote rather than negotiated at the gate, and the requirement goes into the courier briefing so it does not depend on one person remembering.
04Can the courier go into the cleanroom?
No. The handover is at the dock, the material airlock or the gowning area, where the site's staff take custody. Tell us which point applies and who signs, because a fab campus is large and the wrong entrance costs time.
05Who is responsible for export control?
The exporter. They classify the item, decide whether a licence is needed for the destination and end user, and hold it. We ask the questions at the enquiry so a missing licence is found on the bench rather than at the airport, but we do not classify goods.
