Mining, power and the Bishkek trade

Kyrgyzstan’s hard-currency economy is built on gold mined high in the Tien Shan, on hydropower stations along the Naryn river system, and on the re-export and garment trade that runs through Bishkek. Reaching Osh is the real routing decision. The road south from Bishkek crosses high mountain passes and takes the better part of a day in good conditions, longer in winter, when the passes can close. For anything time-critical the answer is a domestic connection from Manas to Osh airport, and the itinerary is built to protect that short final sector, because missing it can cost a full day.

Kyrgyzstan is a member of the Eurasian Economic Union, and its State Customs Service applies the union’s common tariff and technical rules. That has two practical consequences for a hand-carried import. First, regulated categories of goods, much electrical equipment among them, are expected to conform to EAEU technical regulations, and evidence of conformity should travel with the shipment. Second, once goods are properly cleared they sit inside a wider customs territory, which simplifies any onward movement within the union.

Valuation gets attention at the border, so the commercial invoice must be specific: exact description, serial numbers where they exist, and a value that survives scrutiny. Temporary imports of test and survey equipment for mine or dam sites should be declared as such on entry, with the return leg documented from the start.

Ninety per cent of the country is mountainous, and the sites that order urgent parts, mines, dams, substations, tend to sit at the end of long valley roads.
