The third way is Cross Border Xpress, and that one has conditions attached which are explained below. All three are priced against the actual hour of day rather than against an average.
What Cross Border Xpress actually is
CBX is a 120 metre enclosed pedestrian bridge from a terminal on the San Diego side at Otay Mesa directly into Tijuana International Airport. It opened in December 2015, runs around the clock and now handles roughly a third of the airport's passengers. Crossing it takes minutes rather than the hours a bad day at San Ysidro can cost, and Mexican immigration and customs are on the Tijuana side of the bridge.
The condition matters. CBX may only be used by people who are flying to or from Tijuana airport. You need a CBX ticket, a passport, a completed Mexican immigration form and a boarding pass for a TIJ flight. That means CBX is not a shortcut for delivering into the city: it is the right route when the consignment carries on by air from Tijuana into the rest of Mexico, which is common for Guadalajara, Monterrey and Mexico City deliveries and is how Volaris sells the San Diego side of the airport. For a delivery in Tijuana itself, the courier crosses at San Ysidro or Otay Mesa like anybody else.
Declaring at a land crossing
The allowance is different on the ground. A passenger arriving in Mexico by air or by sea may bring in up to 500 US dollars of goods beyond personal effects. A passenger crossing by land is allowed 300 US dollars, rising to 500 during defined holiday periods, and residents of the northern border zone are limited to 150.
