The Tijuana medical device cluster is the largest in the Americas. Design, regulatory affairs, sterilisation validation, quality engineering and a good deal of the distribution sit in San Diego County, while the assembly, moulding, welding and cleanroom work sits in Tijuana. What Cross Border Xpress is actually for

Cross Border Xpress is a 120 metre enclosed pedestrian bridge from a terminal at Otay Mesa on the United States side directly into Tijuana International Airport, opened on 9 December 2015 and with a dedicated transit processing building since 2022. Around a third of the airport's passengers use it, and Mexican immigration and customs sit on the Tijuana side of the bridge. Crossing takes minutes rather than the hours a bad afternoon at a road crossing can cost.

The condition is what people miss. The bridge may only be used by ticketed passengers flying to or from Tijuana airport, with a bridge ticket, a passport and a completed Mexican immigration form. So it is not a shortcut into the city. What it is, and this is genuinely valuable, is a way to put a courier from San Diego onto a Mexican domestic flight to Guadalajara, Monterrey, Mexico City or the Bajío without ever queueing at a land border. The Otay Mesa run

COFEPRIS, and why a medical part stops at the border

Imported medical devices generally require a prior sanitary import permit from COFEPRIS, the Mexican health regulator, and frequently a certificate of free sale as well. Without them the goods are not released at customs, and no amount of urgency at the counter substitutes for a permit that was never applied for. It is the receiving company's responsibility and it is not something a courier can obtain on arrival.

Labelling sits alongside it. NOM-137-SSA1 governs medical device labelling and is mandatory for manufacturers, conditioners, importers and distributors, although complementary labelling may be applied inside Mexico after clearance rather than before entry. More generally, compliance with a Mexican official standard is a border condition rather than a post clearance formality: where a standard applies, the certificate of compliance from an accredited certification body has to accompany the import documentation at the point of entry.

The typical consignment is small and specific: mould inserts and pin sets, sterile barrier material samples, validation and stability samples, gauges and check fixtures, device history documentation, a replacement sensor for a test rig, a batch of components for a cleanroom build. Electronics assembly and aerospace component work in the same industrial parks generate the same pattern with different contents.

Packaging is part of the specification rather than a wrapper around it. A cleanroom bagged item that arrives with a broken seal has failed even if the contents are perfect, and an electrostatic sensitive assembly needs protection through an inspection that may involve opening the box. The shipper gives us a written handling brief covering what may be opened, by whom and how it is resealed, and the courier is briefed on that document. No. The Mexican entity is the importer, its own broker files the entry, and the declared value has to be evidenced.
