Hydropower, ferroalloys and a border industrial estate

Bhutan’s economy is built on falling water. Run-of-river hydropower schemes on the country’s major river systems generate the bulk of export earnings, and an outage is measured directly in lost revenue, which is why turbine components, governor parts, protection relays and excitation cards sit permanently at the top of the urgent list. The plants are remote and there is no domestic manufacturer to fall back on.

The energy-intensive industry that grew out of that power sits at Pasakha, in the industrial estate near Phuentsholing on the Indian border: ferrosilicon and ferroalloy smelting, cement, calcium carbide and related processing. Furnace electrodes, transformer parts and control systems for those plants are the second standing category. A mineral sector working dolomite, limestone and gypsum supplies both.

Paro is a daylight airport, and that decides the plan

Paro International is Bhutan’s only international airport, served by the two national carriers to a short list of points, Delhi, Kolkata, Bangkok and Singapore, with seasonal additions. From the UAE this is always at least two flights: a Gulf sector into one of those gateways, then the Paro sector the following morning.

The overnight is not optional. Paro sits high in a valley ringed by peaks far above the aircraft, operations are conducted in visual conditions in daylight only, and the approach is flown by a small number of specifically certified crews. Flights depart early because valley winds close the usable window through the afternoon, and when cloud sits in the valley the service does not operate at all. Realistic door to door from the Gulf is thirty to forty hours and the job is planned as two days rather than one.

Ground legs then diverge sharply. Paro to Thimphu is around fifty kilometres and about an hour. Phuentsholing and the Pasakha estate sit on the southern border, roughly six hours away by mountain highway. For a Pasakha delivery there is an alternative worth pricing: fly to Bagdogra in India and cross overland at the Phuentsholing gate, a few hours by road, which avoids the Paro weather window at the cost of an Indian transit and a land border formality.

The border, the transit through India, and the courier’s own entry

Customs is administered by Bhutan’s Department of Revenue and Customs. Bhutan is not a WTO member and applies its own tariff schedule with sales tax collected at import, so assumptions carried over from other Asian lanes do not hold. India occupies a special position under the bilateral trade and transit arrangement, and goods of Indian origin are treated differently from third-country goods, a distinction that determines the paperwork before anything else.

The practical friction is transit. A third-country consignment arriving overland moves through Indian territory under an Indian transit procedure and is expected to be documented and, where required, sealed accordingly. Arriving by air at Paro avoids that but imposes the weather and schedule constraints above.
