The corollary is what catches buyers out. Neither is better in the abstract. What decides it is which broker the consignee already uses, where that broker can physically be at the hour the aircraft lands, and whether the entry is a straightforward definitive import or something with a temporary regime attached. Those questions get asked at quotation stage, because a broker appointed after the courier has landed is a broker who cannot file until the following morning.
What changed for Mexican brokers on 1 January 2026
A large customs law reform, published in the Diario Oficial on 19 November 2025, took effect on 1 January 2026 and touched more than 150 provisions. The agente aduanal patente is no longer granted for life: it now runs twenty years, renewable once, under a new Consejo Aduanero, with recertification every three years. More importantly for an urgent consignment, the exclusions from direct liability were removed, so brokers and agencias aduanales now carry broader and joint liability for unpaid contributions and must report operations that contravene the tax authority's criteria.
The practical effect is that brokers are more cautious about unusual, urgent, hand carried consignments than they were before 2026, and that caution shows up as questions rather than as delay if you get ahead of it. Send the technical specification, the commercial invoice and the tariff position to the broker before the courier leaves Germany. Where the classification is genuinely new to the plant, the broker can exercise the previo, the physical examination of goods in the bonded facility that Article 42 of the Ley Aduanera permits before the pedimento is filed.
Collection across the Rhine-Main area
A useful share of Frankfurt originated urgent work starts on the airport itself, because Lufthansa Technik has a major maintenance site on the field and aircraft on ground demand is generated where the aircraft are. Beyond the fence the collection radius takes in the Opel and Stellantis site at Rüsselsheim with its technical development centre, Merck at Darmstadt, Sanofi at Frankfurt Höchst, BioNTech at Mainz and Boehringer Ingelheim, all inside a comfortable drive of the terminal.
