Nuevo León is heavy industry with an automotive layer on top. Kia has assembled at Pesquería since 2016 on a site of nearly seven hundred hectares, with stamping, body, paint and assembly plants and a nameplate capacity of around four hundred thousand vehicles a year. Nemak, which casts aluminium engine blocks, cylinder heads and transmission housings, is headquartered at García. Ternium makes steel, Metalsa makes chassis structures, and the industrial estates at Apodaca, Santa Catarina, García and Pesquería carry several hundred suppliers between them.
There is also a substantial food and beverage sector. The Cuauhtémoc Moctezuma brewery has been in Monterrey since 1890 and has belonged to Heineken since 2010, and a brewery is a filling and packaging plant with the same intolerance for a stopped line as a body shop. Add appliance manufacture, air conditioning, cement and glass, and the list of things that can bring a plant down for the want of one component is long.
Saltillo and Ramos Arizpe, eighty five kilometres west
A large share of what arrives at Monterrey airport is not for Monterrey. Saltillo and Ramos Arizpe, in Coahuila, are about eighty five kilometres west on the 40D and carry a vehicle assembly plant, several engine plants, stamping and truck and van assembly between General Motors and Stellantis, along with the supplier base that grew around them. The drive from the airport is normally an hour and a half, most of it on good motorway once the Monterrey ring road is behind you.
That road leg is part of the quote, not an afterthought. A courier who lands at Monterrey at five in the afternoon reaches a Ramos Arizpe gate around seven, which is fine for a plant on shifts and useless for one that closes goods inwards at six. We ask which gate and what hours before we commit to an arrival time, and where the gate will be shut we say so and quote the first opening.
The customs entry on arrival
Whichever routing is used, the item enters Mexico as accompanied baggage with the courier present. A passenger allowance of 500 US dollars applies, with a simplified route at a flat global rate for goods above that and below 3,000 dollars. Industrial parts are usually worth more than that, or are subject to some non-tariff requirement, so the entry becomes a formal one: a pedimento filed by the consignee's agente aduanal against the consignee's importer registration.
In Nuevo León and Coahuila a large proportion of the receiving plants operate under IMMEX, which means the broker will normally file a temporary import rather than a definitive one. That suspends duty and value added tax and puts the item into the plant's inventory control obligations until it is discharged. This is the consignee's decision and the broker's filing. Delivery is against signature to a named person at an address you give us.
