There are also gaps in the customs union that catch people out. It covers industrial products. Agricultural products and coal and steel products sit under separate arrangements with their own rules, and preferential treatment for those depends on origin rather than on free circulation. The A.TR is not an origin document at all. It certifies that goods are in free circulation inside the customs union, which is a different claim from certifying where they were made, and confusing the two is the most common paperwork error on this lane.

FRAIST
Frankfurt · Istanbul · 24/7On board courier from Frankfurt to Istanbul
Frankfurt to Istanbul is about three hours in the air with departures through the day on two carriers, and it is the single most useful European sector for reaching places that have no European nonstop. It is also a customs frontier that people routinely misunderstand, because Türkiye is in a customs union with the European Union and yet is not part of the European Union customs territory. Those are not the same thing.
Why the customs union does not mean an open border
The European Union and Türkiye have had a customs union covering industrial goods since 1995. It means that industrial goods in free circulation can move between the two without customs duty, provided the movement is supported by an A.TR movement certificate. It does not mean the two sides form one customs territory. Goods leaving Germany for Türkiye are exported, and goods arriving in Türkiye are imported, and both events require a declaration filed by somebody who is registered to file it.
Behind the paperwork is real industrial traffic. Ford Otosan is at Kocaeli, Tofaş and Oyak Renault are at Bursa, Turkish Aerospace Industries is at Ankara, and Turkish Technic runs a major maintenance operation on the Istanbul airports. German capital equipment, tooling and control systems feed all of them, and the return flow of components, textiles and aerospace parts is just as real.

What this lane actually delivers to
The plants, parks and cities behind the enquiries on Frankfurt to Istanbul.
- Istanbul itself, on both the European and the Asian side.
- Gebze and the Kocaeli industrial corridor, roughly a hundred and ten kilometres east.
- Bursa, reached over the Osmangazi bridge or across the Marmara, for vehicle assembly and components.
- Ankara, about four hundred and fifty kilometres away and usually better reached on a domestic sector.
- Izmir and the Aegean industrial belt, treated as its own catchment.
- Onward one stop connections from Istanbul to Central Asia, the Caucasus and Africa.
The departure boards behind FRA to IST
A hand-carry on this lane is only as fast as the next departure. The desk watches three boards at once, books the one that lands first and holds the one that leaves next.
The desk holds no allegiance to a carrier. The booking goes to whichever board puts a courier at from Frankfurt to Istanbul first, at a fare the quote can carry.
from Frankfurt to Istanbul: every hour it waits is an hour it is not moving.
Five questions, one fixed price, a named flight. The desk answers within 15 minutes, day and night, and you decide.
The declarations, and who has to be registered
On the German side the exporter files an export declaration. On the Turkish side a commercial import is normally filed by a licensed customs broker acting for the importer, and the importer has to be properly registered to import. A traveller carrying commercial goods does not escape that requirement by carrying them personally. The Turkish gift and personal allowance is a modest euro figure and applies to goods for personal use, not to a part destined for a production line.
The practical consequence is that this lane works when the Turkish consignee has appointed a broker and briefed them before the courier boards at Frankfurt. It fails when the consignee assumes the courier will handle it. We are a placement business and neither we nor the operating partner acts as importer of record or as a customs broker anywhere. What the courier does is present themselves and the goods at the red channel and hand the documents to the person the consignee has appointed.
What the Frankfurt end collects
Frankfurt reaches the whole Rhine-Main industrial belt, from the airport perimeter through Rüsselsheim, Darmstadt, Wiesbaden and Mainz, and beyond that to Mannheim, Karlsruhe and the Saarland when the departure allows. It also serves as the boarding point for consignments that were driven up from Stuttgart or Cologne because their own airports had no useful Istanbul departure that day.
The typical item is a machine or tooling part for a Turkish plant, a control unit or drive, an aviation component moving to or from Turkish Technic, or a die or fixture insert. The typical failure is not the flight. It is a commercial invoice with a description too vague for a Turkish broker to classify, which turns a three hour sector into an overnight stop at the airport.
Landing at Istanbul and driving to the plants
Istanbul Airport is on the European side, north west of the city. Kocaeli and the Gebze industrial corridor are roughly a hundred and ten kilometres east, on the Asian side, and the drive is dominated by Istanbul traffic rather than by distance. Bursa is about a hundred and fifty kilometres further round, reached either over the Osmangazi bridge or by ferry across the Marmara, and both options need planning against the arrival time rather than assumed.
Sabiha Gökçen on the Asian side is the closer airport for Kocaeli, Gebze and Bursa, and where the schedule allows we will board a courier to Sabiha Gökçen instead of Istanbul Airport for exactly that reason. Ankara is about four hundred and fifty kilometres away and is normally better reached on a domestic sector than by road. Izmir is a separate catchment again.
Istanbul as a doorway rather than a destination
Turkish Airlines reaches more countries than any other airline, which makes Istanbul the most useful single connecting point on earth for an accompanied courier heading to a secondary city with no European nonstop. Central Asia, the Caucasus, much of Africa and a long list of secondary Middle Eastern and South Asian cities are all one stop from Frankfurt through Istanbul.
Where Istanbul is a connection rather than a destination, the customs treatment is different and has to be settled before departure. Goods that remain airside and continue on a through booking are not being imported into Türkiye. Goods that leave the airport, or that arrive on one booking and depart on another, may be. That decision belongs with the shipper and the consignee's broker, and it changes both the paperwork and the connection time we plan for.
Export controls out of the European Union
Once goods leave the European Union customs territory, European Union dual use controls apply in their own right. A machine tool component, a measurement instrument, an encryption device or an aerospace part may be listed, and a listed item needs an export authorisation before it moves. That is the exporter's responsibility and it cannot be arranged retrospectively once an aircraft has departed.
We do not classify goods, we do not apply for licences and we do not advise on control status. What we do is ask the question at enquiry, refuse the assignment where an authorisation is outstanding, and make sure that where a licence exists the courier is carrying the reference and any accompanying declarations rather than leaving them in an inbox.
Services that carry this lane
What flies, and what it means for a courier who has to be at the gate.
- Turkish Airlines operates Frankfurt to Istanbul frequently through the day and holds the widest onward network of any carrier from Istanbul.
- Lufthansa also operates the pair from its Frankfurt hub, which is useful when the courier arrived at Frankfurt on a Lufthansa long haul.
- Sabiha Gökçen on the Asian side is served from several German cities and is the better arrival for Gebze, Kocaeli and Bursa.
- Istanbul is the practical one stop point from Frankfurt for Central Asia, the Caucasus, much of Africa and many secondary Middle Eastern cities.
- Domestic Turkish services from Istanbul reach Ankara, Izmir, Adana and Gaziantep, which is normally faster than driving from Istanbul.
Questions about Frankfurt to Istanbul
01If there is a customs union, why is there a declaration?
Because a customs union removes duty between two territories, it does not merge them into one. Türkiye is outside the European Union customs territory, so goods are exported from Germany and imported into Türkiye, each with its own declaration, even though industrial goods in free circulation can move duty free with an A.TR certificate.
02What exactly is an A.TR certificate?
A movement certificate proving that industrial goods are in free circulation within the EU and Türkiye customs union, which is what allows them to move without customs duty. It is not a proof of origin. It says nothing about where the goods were made, and it does not cover agricultural products or coal and steel products, which sit under separate arrangements.
03Does the courier need a Turkish customs broker?
The importer does. Commercial imports into Türkiye are normally filed by a licensed broker acting for a registered importer. The courier presents the goods and the documents at the red channel, and the broker the consignee has appointed does the filing. Neither we nor the operating partner acts as broker or importer of record.
04Should we fly to Istanbul Airport or Sabiha Gökçen?
It depends where the item is going. Istanbul Airport is on the European side and Sabiha Gökçen is on the Asian side, which puts it much closer to Gebze, Kocaeli and Bursa. Where the schedule allows we board a courier to whichever one gives the shorter drive at the actual arrival time.
05Can the courier continue past Istanbul to another country?
Yes, and it is one of the main reasons this sector is booked. Turkish Airlines reaches more countries than any other carrier. The point to settle before departure is whether the goods stay airside on a through booking or enter Türkiye, because the two are treated differently and the connection has to be built accordingly.
06What about export licences?
Goods leaving the European Union customs territory are subject to European Union export controls in their own right, including dual use controls that can catch machine parts, instruments and aerospace components. The exporter is responsible for the classification and the licence. We will carry a controlled item only where the authorisation is already in place and the courier holds the reference.
What the desk works out before it quotes Frankfurt to Istanbul
Computed for FRA to IST on 2026-09-07 from AeroDataBox scheduled route statistics and from the airport files retrieved 2026-09-07. The distance is great circle between FRA and IST, the flying time is the model the calculator on this page runs, and the hours are local at each end. Frequencies move with the season, so a Frankfurt to Istanbul quote is priced on the flights running the day you ask rather than on this page.
How a Frankfurt to Istanbul movement actually runs
A Frankfurt to Istanbul movement runs on one aircraft. The schedule the desk holds carries Frankfurt-am-Main FRA to Istanbul IST nonstop 8.1 times a day over 1,839 km of great circle track, which at the cruise speed this site models blocks at about 2h 51m. Two airlines hold FRA to IST in the schedule, Lufthansa and Turkish Airlines, which gives a courier who loses a seat somewhere to go without leaving the nonstop. Roughly one departure every 2.9 hours across the day means a collection in Frankfurt that runs late costs a wait rather than a lost day. The two directions are not equal either, FRA to IST carrying 8.1 scheduled movements a day against 5.6 the other way, which matters on a return leg or a courier who has to come home.
The clock on a Frankfurt to Istanbul movement
| Stage | Frankfurt local | Istanbul local |
|---|---|---|
| Collection closes | 09:00 | 11:00 |
| At the airport | 10:30 | 12:30 |
| Wheels up | 13:30 | 15:30 |
| On the ground | 16:21 | 18:21 |
| Through arrivals | 17:51 | 19:51 |
| Handed over | 18:36 | 20:36 |
The same ground allowances the calculator on this page starts from, ninety minutes to collect and reach FRA, three hours at the airport before departure, 2h 51m in the air nonstop, ninety minutes of arrival formalities at IST and a forty five minute delivery run. Both columns are local, read for a mid January date, because Frankfurt and Istanbul do not change their clocks on the same day. Move any of the allowances in the calculator lower down this page and the whole Frankfurt to Istanbul clock moves with them.
Istanbul runs 2 hours ahead of Frankfurt in January, which is why the two columns above do not sit 2h 51m apart. In July the gap is 1 hour instead, because Frankfurt and Istanbul do not change their clocks together, and a summer booking on this lane is read off the summer figure. Read backwards, a consignment that has to be signed for in Istanbul before six in the evening has to be closed and in the courier's hands in Frankfurt by about 06:24 local. That hour, not the 2h 51m in the air, is the number a planner in Frankfurt needs, because it is the moment after which the job becomes a next day job. Forwards, a nine in the morning collection in Frankfurt reaches the door in Istanbul at about 20:36 local, after the end of a normal working day, so the handover is either arranged with somebody on site or it waits for the morning.
What gets a courier onto the Frankfurt to Istanbul lane
The industrial geography the site publishes puts three pharmaceutical and life science sites within reach of FRA or IST: Boehringer Ingelheim at Ingelheim, Merck KGaA at Darmstadt and Sanofi at Frankfurt Hoechst and Paris. The file names them as public industrial fact and not as anybody's customer, it is checked 2026-09-07, and it is the reason FRA to IST is a lane at all. That mix is what a hand carry between Frankfurt and Istanbul usually carries: pharmaceutical and life science work moves in small, heavy, expensive pieces that a line is already waiting for, and it is the waiting line rather than the weight of the item that pays for a seat. What the measured network does say about the item is that 1,839 km is a medium haul sector, so the consignment stays with one person for 2h 51m of flying and is presented at IST by that person. Anything inside cabin limits leaves FRA in the cabin and stays there for the whole of it; above that it travels as accompanied checked baggage on the same ticket and is lifted off the belt at IST by the same courier.
Where a Frankfurt to Istanbul consignment is entered, and at what hour
A consignment that leaves Frankfurt on this lane is entered at Istanbul IST. The held schedule reaches Türkiye at 46 airports in all, Antalya AYT, Istanbul SAW, Ankara ESB and Izmir ADB among them, so where the consignee is not in Istanbul the desk compares the arrival airport before it buys the FRA ticket rather than driving the difference afterwards. The hour matters as much as the paperwork, and on the clock above the courier is through arrivals at Istanbul IST at 19:51 local, while an entry into Türkiye that lands outside working hours waits for the people who process it, so the desk sets the broker and the receiving contact against that hour before the courier leaves Frankfurt for IST. What the entry itself needs, the declaration, the broker and the documents, is set out for Türkiye on the country desk and is not repeated on every lane that lands at IST, and the desk checks that position against the actual consignment before it quotes FRA to IST.
The other ways into Türkiye on FRA to IST
A consignee on this lane is not always in Istanbul, so these are the other airports in Türkiye that FRA reaches without a change of aircraft on the held schedule, with the great circle distance from IST beside each one. The closest of them is Istanbul SAW at 63 km from IST, running 5.7 times a day out of FRA, which on a delivery outside the city is often the shorter total journey even though it looks like the wrong airport.
| Airport | City | Flights a day from FRA | km from IST | In the calculator |
|---|---|---|---|---|
| Istanbul SAW | Istanbul | 5.7 | 63 | open it |
| Izmir ADB | Izmir | 6.7 | 359 | open it |
| Ankara ESB | Ankara | 2.1 | 380 | open it |
| Bodrum BJV | Bodrum | 0.7 | 457 | open it |
| Dalaman DLM | Dalaman | 1 | 507 | open it |
| Antalya AYT | Antalya | 8.6 | 518 | open it |
Straight line distance from IST, not a road distance, and the desk works the road leg out properly against the actual delivery address before it quotes FRA into an airport that is not IST.
What Frankfurt to Istanbul costs in courier time
This desk is in Dubai and neither end of FRA to IST is, so where a courier has to be positioned onto FRA rather than found there, the held schedule puts DXB to FRA at 3.4 times a day over 4,845 km, and that positioning leg is priced into the quote rather than discovered after it. Three of the five UAE gateways reach FRA without a change, which is why the FRA to IST collection that has to start tomorrow morning in Frankfurt is still worth asking about tonight. The assignment is not finished at the signature, and IST back to FRA runs 8.1 times a day on the same held schedule, so the courier has a way home on the same day the item is delivered, and the fare that matters to a quote is the round trip rather than the one way. At 9h 36m from collection to signature the whole of FRA to IST fits inside the sixteen hour duty period a single courier is planned against, which is why one named person can stay with the item from the collection address to the door. By length this is the 314th longest of the 346 lanes the site publishes, at 1,839 km.
What decides whether Frankfurt to Istanbul goes today
- The next departure: FRA to IST runs 8.1 times a day on the held schedule, so the question is not whether the lane exists but whether today's aircraft still has a seat and a cabin allowance that fits the item.
- The collection hour: for a handover in Istanbul before six the same evening the item has to be in the courier's hands in Frankfurt by about 06:24 local, and after that hour the honest answer on FRA to IST is tomorrow.
- The night at Frankfurt-am-Main: scheduled movements are restricted between 23:00 and 05:00 local, and the departure worked out above, 13:30, sits outside that window, so the restriction does not bite on the FRA to IST timing, though it is what turns a collection that runs three hours late into a movement tomorrow.
- The paperwork: the invoice value, the description and the classification have to agree with what is in the box before the courier leaves Frankfurt for Istanbul, and that is checked at the collection address, because a mismatch found at IST is settled at the speed of a broker rather than the speed of an aeroplane.
