The Gauteng industrial belt is a large installed base of European equipment. No person may import into South Africa unless registered as an importer with the revenue service, and that registration produces a customs client number. It is obtained through the revenue service's registration and licensing process and it takes days rather than minutes when the paperwork is right. A consignee who does not hold one cannot receive the goods, and no amount of urgency at the airport changes that.

Assuming the code exists, the entry is straightforward and is lodged by the consignee's clearing agent. Import value added tax is charged at fifteen per cent, calculated on the customs value with an uplift and the duty added, so the tax base is higher than the invoice value. Duty applies where the tariff provides for it, and certain categories, used and second hand goods in particular, need an import permit from the trade administration before arrival.

The German export step and the origin statement

Commercial goods leaving the European Union are exported and are declared as such where the value or the nature of the goods requires it. The exporter needs an EORI number, the invoice must describe the goods in terms that map to a tariff code, and the value must be defensible even where the item is a warranty replacement rather than a sale.

Origin is worth a specific question. Where the goods qualify as originating in the European Union under the rules of the trade arrangement in force with South Africa, a correctly worded origin statement on the invoice reduces the duty the importer pays. Where they do not qualify, claiming otherwise creates a liability for the importer rather than a saving. The exporter decides and we make sure the statement is either properly made or deliberately absent.
