The Korean supply chain built a lane and an airline flew it

Korean industry did not arrive in Nuevo León gradually. A vehicle plant went up at Pesquería, a supplier park went up around it, and a large group of Korean tier one and tier two companies followed into Apodaca, Escobedo and the parks along the highways north east of Monterrey. It also means the broker briefing is simple: one place, one arrival time, one entry.

The rules are unchanged from anywhere else in the country. A passenger arriving by air has a personal allowance of 500 US dollars, and a commercial consignment is declared rather than walked through. Commercial goods enter Mexico on a pedimento filed by a licensed customs broker acting for the consignee, and Mexican entry points apply a random inspection light, so the plan has to work even when the item is examined. Duty, tax and broker charges are the consignee's account unless something else is agreed in writing beforehand.

IMMEX and the temporary import question

Almost every plant that will receive one of these consignments operates under the IMMEX programme, which allows components, materials and production equipment to be brought in temporarily without duty on the basis that they are re-exported or regularised within the permitted period. A tooling insert, a test jig or a piece of automation coming from Korea for a trial is usually a temporary import against that registration. A production component consumed in the build may be treated differently.

The distinction has to be made before the courier boards, because it decides which entry the broker prepares. We ask three questions at enquiry stage: who is the importer of record, is the item consumed, returned or sold, and does the receiving plant hold an IMMEX registration. Three short answers, and the customs plan writes itself. Without them the entry is guessed at, and a guessed entry is how a fifteen hour flight turns into a three day delay.

Batteries, cells and the things a passenger cannot carry

A large share of urgent Korean freight is electrical, and that runs straight into the passenger dangerous goods rules. Lithium ion cells and batteries carried by a passenger are limited by their watt hour rating: up to 100 watt hours is generally acceptable in the cabin, between 100 and 160 watt hours needs the operator's approval, and above 160 watt hours a battery cannot travel as passenger baggage at all. Spare and loose cells must be in the cabin and never in the hold.

That rules out a good deal of prototype battery hardware, and it is better said at enquiry than at a screening point. Where the equipment is acceptable but its battery is not, the usual answer is to separate them, move the unit with the courier and send the cell as properly declared dangerous goods. Magnetised material, pressurised items and certain chemicals raise the same question. We ask for a safety data sheet or a specification before quoting rather than after.

South Korean passport holders do not need a visa to enter Mexico as a visitor, which is one of the reasons this lane works as well as it does.
