Why the classification comes before the booking

The export administration regulations do not care how the goods travel. An item is EAR99 or it carries an export control classification number, and semiconductor process equipment, parts, test gear and certain materials sit in categories that have been tightened repeatedly in recent years. Taipei is around forty, Taichung around a hundred and thirty, the southern science park near Tainan around two hundred and seventy, and Kaohsiung around three hundred and twenty. For the southern sites the high speed rail is part of the plan rather than an afterthought.
