Import duty and VAT or GST in Kyrgyzstan are the consignee's cost unless you have agreed otherwise in writing, and the terms should be settled before departure. It is a small conversation before the flight and an expensive one after it.

Commercial invoice

The document customs actually reads. It needs a plain description of the goods, the real value, the currency, the terms of sale and the full names and addresses of both parties. “Samples, no commercial value” is not a customs value and it is the fastest way to turn a twenty-minute clearance at Bishkek (FRU) into an afternoon.
