Benito Juárez in Mexico City has daily European nonstops from Frankfurt, Paris, Amsterdam and Madrid, and is about 130 kilometres from Puebla on a good toll motorway. On almost every European enquiry, Mexico City plus the road leg lands earlier at the gate than Puebla by air.
There is a third option that gets overlooked. Querétaro is reachable nonstop from Madrid twice a week in summer and is about 300 kilometres from Puebla, which is normally too far to be useful. We mention it because on a day when Mexico City is disrupted, an unusual routing sometimes beats waiting, and it is better to have priced it than to discover it at midnight.
The Houston routing and its cost
Houston to Puebla is flown around ten times a week and takes a little over two hours, so on paper a routing through Houston lands the item at the right airport. The problem is what happens to the courier in between. There is no international transit at a United States airport. Every passenger passing through is admitted to the country, which means the courier needs a valid visa or travel authorisation before departure, has to clear United States immigration and customs, and has to reclaim and recheck any checked baggage.
That adds a compulsory ground segment with an immigration queue in the middle of it, and it makes the routing unavailable at short notice to any courier who does not already hold the right document. It also creates a customs event in a third country that a temporary import from Europe did not need. IMMEX, temporary import and the maquiladora entry

This matters to the person booking because it changes what the broker needs and how long they need it for. A temporary import has to be reconciled against the plant's inventory control system and eventually discharged, so the description, the quantity and the commodity code have to be right rather than approximately right. If the item is a tool going in for a trial and coming back out, say so, because filing it as a definitive import and then trying to re-export it is a much harder problem than filing it correctly the first time. The consignee's own customs broker decides all of this, and the courier's job is to be at the counter with the item and the documents when they need it.
The last 130 kilometres
The 150D runs from Mexico City through Puebla and on to Veracruz. It is a toll motorway and it is in reasonable condition, but the section leaving Mexico City carries very heavy traffic and the climb over the pass is weather exposed. A drive that is comfortably ninety minutes at three in the morning is routinely three hours at six in the evening, and congestion on this corridor is a standing complaint of the just in time suppliers who use it every day.
The Volkswagen complex at Cuautlancingo is effectively on the motorway. The Audi plant at San José Chiapa is about fifty kilometres further on to the north east, which adds most of an hour. Finsa and the other supplier parks around Puebla are spread across the eastern and northern edges of the city. We quote the road leg to the specific gate, with the gate opening hours, because a courier arriving at a closed goods inwards has not delivered anything.
