Why the connection decides the customs office

There are two families of routing and they are genuinely different products. The first is Air China's daily Warsaw to Beijing service, around eight and a half hours, followed by a domestic sector to Shanghai. The second is a European hub, Frankfurt, Munich, Amsterdam, Paris, Helsinki or Istanbul, onto one of the many nonstops into Pudong. Both work. Neither is obviously better until you know where the consignee is and who their customs agent is.

The Beijing routing puts the courier through Chinese immigration and customs at Capital. The item is declared and cleared there, the courier collects it if it was checked, and the onward flight to Shanghai is a domestic sector carrying goods that are already in free circulation. That is fine, but it needs the consignee's agent to be at Beijing, not Shanghai. An accompanied item is not a cargo consignment, there is no air waybill to place under a transit regime, so the clearance happens where the courier clears. Plan for that or do not use the routing.

The two routings and what each one costs you

The Polish export declaration and the dual use screen

Poland applies the same EU export rules as everywhere else in the union. An oral declaration at the office of exit covers commercial goods only up to a thousand euros in value or a thousand kilogrammes in net mass, so most industrial parts need a written export declaration and a movement reference number lodged before the courier checks in. The declaration is the exporter's, filed by them or their agent.

Dual use is the separate screen. Battery and cell process equipment, measurement and test gear, certain materials, sensors and machine tool components can sit on the EU list, and hand carriage changes nothing about that. Entering China at Beijing

On the Beijing routing, the courier clears immigration at Capital, recovers the item if it was checked, and goes through the declaration channel with the item declared as goods of commercial value. The consignee's agent files the import declaration and settles duty and import value added tax at Beijing. Only then does the domestic sector to Shanghai make sense, because the item is now in free circulation and is simply travelling inside China.

The practical consequence is a resourcing one. Somebody competent has to be at Beijing at the hour the aircraft lands, with the commercial invoice, the classification and the consignee's registration ready. If that person is in Shanghai and the aircraft is in Beijing, the routing was the wrong choice and no amount of urgency at the counter fixes it.

Entering China at Pudong

On the European hub routing, the courier's first Chinese arrival is Pudong and everything happens there. Same declaration channel, same declaration form, same requirement that the consignee or their agent files the entry. The advantage is that the customs event and the delivery are in the same city, which is usually where the consignee's people already are.

Pudong is not Hongqiao. The two Shanghai airports are on opposite sides of the city with no airside link, so any move between them is a road move through Shanghai traffic. If a routing puts the international arrival at Pudong and an onward domestic sector out of Hongqiao, that ground time has to be built properly and we say so at quote stage.

The delta road legs and the return direction

From Pudong, Kunshan is around eighty five kilometres, Suzhou around a hundred and fifty, and Wuxi, Changzhou, Jiaxing, Hangzhou, Nantong and Ningbo are all within a working day's drive. The courier stays with the item for the road leg and hands over against signature at the gate or the receiving dock. Where the gate closes, we quote the first opening rather than implying a handover that cannot happen.

A return leg on the same trip is often the sensible shape of the mission, particularly on repair loops. It has to be planned before departure, because the Chinese export side needs its own declaration and the Polish import side needs an entry made somewhere in the union.
