Taoyuan's own wafer bumping and test operations are on the airport's doorstep. Taipei is around forty kilometres, Taichung around a hundred and thirty, and the southern science park around Tainan is around two hundred and seventy. Kaohsiung and the packaging and test base there are around three hundred and twenty.

For the southern sites the high speed rail is a genuine part of the plan rather than a nicety. A courier travelling with a cabin sized item can be at Taoyuan HSR station from Tainan in well under two hours and cross to the terminal on the airport line, and that is usually more reliable than the motorway. The packaging is doing real work: particle control, humidity control, shock isolation and in some cases a purge. Once a screener opens it, that work is undone and the receiving fab has to decide whether the material is still usable.
