What that cluster does not have is a Munich flight. Routing three: Munich to Shanghai and a domestic sector

Lufthansa and Air China both fly Munich to Shanghai Pudong nonstop. Clearing into the mainland at Pudong and taking a domestic flight south puts the customs entry at a major international gateway and leaves an internal move that has no frontier in it at all.

The trade is a connection and a terminal change. Pudong and Hongqiao are on opposite sides of Shanghai and a transfer between them is a road move through city traffic. When the domestic sector leaves from Pudong this routing is strong. When it leaves from Hongqiao we build the ground time honestly or pick a different answer.

Whichever routing is used, the mainland entry follows the same principle. Customs assesses a passenger's articles on personal use and reasonable quantity, with a duty free ceiling of 5,000 renminbi for residents and 2,000 renminbi for non residents. A tooling part, a PCB panel or a pre production sample is not personal effects and is not treated as such.

The item is declared as goods and the consignee or their agent files the entry and pays duty and import value added tax. Where the item is going in temporarily, for a trial build, an exhibition or a repair, China has accepted ATA carnets for commercial samples, professional equipment and exhibition goods since 2019, and that is usually the cheaper treatment.

Where the delivery actually is

Very little of this traffic ends in central Shenzhen. Bao'an district holds much of the assembly work, Dongguan is about an hour away and Huizhou about an hour from Bao'an airport by road, and many bare board fabricators moved out of central Shenzhen into those two cities years ago under tighter environmental rules.

That geography changes the routing maths. A consignee in Dongguan or Huizhou may be no further from Guangzhou than from Shenzhen, and a Hong Kong crossing that suits a Futian address may suit a Huizhou address badly. We ask for the delivery postcode before quoting, not after.
