Why a person and not a parcel

Angola is a deepwater province and the equipment reflects it. Block 17 alone is operated by TotalEnergies with Equinor, ExxonMobil, Azule Energy and Sonangol as partners, producing through floating production units around a hundred and fifty kilometres offshore in six hundred to fourteen hundred metres of water. Add the other blocks, the gas developments and the shore facilities and the result is a large installed base of subsea, rotating and control equipment, most of it designed and repaired somewhere other than Angola.

Houston is where a great deal of that repair capacity sits. When a control module, a seal kit, an instrumentation card or a certified test piece is needed in Luanda, the part exists in Texas and the difficulty is entirely in moving it. Conventional air freight into Luanda is slow and the delay is not predictable enough to plan a restart around, which is why an accompanied courier with prepared documentation is the method of choice rather than a luxury.

The visa, which sets the earliest departure date

Angola exempts many nationalities from a visa for tourism, up to thirty days per entry and ninety days in a year. That exemption is for tourism. A courier carrying commercial goods for a company is travelling on business and needs the correct visa category, which normally requires an invitation letter from a registered Angolan company, proof of funds and a passport with at least six months of validity remaining.

This is the item that decides when the mission can start, and it is why we ask about it in the first conversation rather than after quoting a routing. Where the consignee can produce the invitation quickly, the timeline is workable. Where they cannot, we say so plainly instead of promising a departure that will not happen. We do not advise couriers to enter on a tourist exemption to carry commercial goods.

The routing, which is two long sectors and a hub

There is no Houston to Luanda nonstop. TAAG has publicly said it intends to fly Luanda to Houston directly by 2027, subject to a regulatory rating it does not yet hold, and until that exists every routing connects. Lisbon is the natural hub because both TAAG and TAP operate the Lisbon to Luanda nonstop with good frequency, and Houston is well connected into Europe.

Other European hubs also reach Luanda and are priced when Lisbon does not work on the date. Each option gives a different total duty day for the courier, a different connection risk and a different arrival hour in Luanda, and an arrival late at night is worth much less than a morning one because nothing on the ground moves at midnight. We plan the routing against the arrival hour that the consignee's agent can actually work with.

What travels and what has to be declared honestly

Subsea control electronics, hydraulic and seal kits, valve internals, instrumentation and metering components, rotating equipment spares, ROV parts, certified test pieces with their material certificates, and drawings and inspection records that must be physically present. The values are often high relative to the size, which makes the declared value a matter of real consequence rather than a formality.

Understating value to reduce duty is not a service we provide and not a favour to the consignee. Angolan customs assess against the declared value and the supporting invoice, and a discrepancy between the paperwork and the goods is the single most common reason a consignment is held. The invoice, the packing list, the serial numbers and the packing photographs are reconciled in Houston, where a correction still costs nothing.

The Luanda entry

Angolan import formalities are handled through the tax and customs authority and the declaration, the Documento Unico, is lodged by a despachante approved by the Angolan authorities acting for the Angolan importer. Only approved brokers can process the documentation, so the importer must have one appointed and briefed before the courier departs. Import licence and valuation requirements are confirmed by that broker at quotation stage rather than discovered on arrival.

Angola works in Portuguese and the documentation is expected in a form the broker can use. We ask for the invoice and packing list in advance, check them against the goods and pass them to the broker while the courier is still in the United States. Where the item is coming in temporarily, for a repair or a test programme, that has to be structured at the outset because converting it afterwards is difficult.

Beyond Luanda, and where the hand carry stops

Luanda is the entry point and often not the destination. The port logistics area serves the offshore operations, Soyo to the north carries the gas facilities, and Cabinda is its own oil province reached by a domestic flight rather than a road. Each of those onward legs is quoted as its own leg with its own timing, and where a domestic sector is required the courier's onward booking is made as part of the mission rather than left to the consignee.

The hand carry ends at a base, a workshop, a warehouse or a heliport check in desk. A courier does not fly offshore and does not board a supply vessel. That movement runs under the operator's own manifesting, survival training and medical requirements. We confirm the nominated handover point and its working hours at booking, because an arrival at a closed gate is not a delivery.

Facilitation payments, and the only answer
